A site for the facility was acquired over two years ago.
A lack of Capital funding is behind an absence of progress on moving a Laois courthouse, according to the Office of Public Works.
The facility in Portlaoise is due to be moved to a new site in Kylekiproe, after Laois County Council acquired the land two years ago.
Concerns have frequently been raised with anti-social behaviour outside the existing courthouse.
