As many as 200 people are living on canals in Ireland.
A midlands local authority has rejected proposed revisions to the canal bylaws.
Waterways Ireland has presented its suggestions to Minister for Heritage, Darragh O'Brien, which Offaly County Council disagrees with.
The proposed revisions include in-water inspections and insurance for boats, an annual registration process and speed limits for bicycles and scooters on the Greenways and Blueways.
