The independent councillor says the issue is taking time away from public representatives.
There's almost €2m worth of derelict sites in Offaly.
There are currently 15 registered derelict buildings in the county, 10 of which are in the Tullamore area.
Most of the sites, that have been registered with the council, have been on the list for over 10 years, while one premises has been lying derelict for over two decades.
