Offaly tops the list with 52, followed by 44 in Laois, and 41 in Westmeath, according to figures from the CSO.
Nationally, pemission was granted for 5,656 apartments, and 4,934 houses.
The number of apartments approved is up over 80 per cent on the same period last year, while there was a one per cent increase in the number of houses.
