New figures from the Housing Department show that's a reduction of 52% on August's figures.
The majority of the month-on-month decline came from Laois where commencement notices fell from 153 to 60.
In Westmeath, just 10 commencement notices were issued last month, and that's followed by 84 in Offaly.
Work began on just over 2,600 homes in the country in September, bringing the total so far this year to just under 24,000.
