In the Midlands, 370 individuals are still waiting for approved additional support hours.
More than 5,400 older people are still waiting for home support carers.
A total of 2,198 people are currently awaiting home support for the first time, while an additional 3,208 existing service users are waiting for increased hours to adequately meet their care needs.
