Day to day spending powers are being removed from four health regions.
The outgoing Chair of the Regional Health Forum for Dublin and Midlands region says he's "shocked" at the level of overspending in the HSE.
It comes as day to day spending powers are being taken away from four health regions as the Health Service faces into a budget overspend of more than €500m
The affected regions are Dublin and Midlands, the West and North West, the South West, and Dublin South East.
