Ballinakill's Francie Gorman says the sons and daughters of farm families are finding it difficult to build a one off home in their local area.
His comments come after the Society of Chartered Surveyors of Ireland says that planning for rural one-off houses should only be allowed in cases where there is evidence of a strong housing need, for those with strong ties to agriculture.
He believes its unacceptable that holiday homes can get approved while locals struggle to build.
