Offaly County Council is seeking clarity from the HSE on recently submitted details.
More planning staff for the local authority in Offaly could have prevented the latest delay for the Midlands Hospice.
Sinn Fein Councillor Aoife Masterson is making the point, as a final decision on the 20 bed site on Tullamore's Arden Lane is once again being delayed.
Offaly County Council is asking the HSE for clarity on extra information they've received from the health body.
Their concerns involve the site layout plan, their legal interest in the land and a lack of electric vehicle charging spaces.
