The largest amount in arrears is in Offaly, where nearly 500,000 is owed.
Just over 300,000 is unpaid in Westmeath, while 250,000 euro is in debt to Laois County Council.
Cathaoirleach of Westmeath County Council Aengus O'Rourke says the local authority has a high collection rate for rents.
