Imrich Salko of Mullingar also faces a charge of possessing a stun gun capable of causing serious injury.
A Westmeath man charged with possession of a taser says "it's normal for truck drivers to have them".
52 year old Imrich Salko from Parnell Terrace on Patrick Street in Mullingar is also being charged with producing a stun gun capable of inflicting serious harm.
The Irish Independent is reporting Mr Salko told Gardaí truck drivers typically carry tasers when faced with the charge.
He was originally facing a charge over two counts of assault - however these were withdrawn and replaced by the charges over producing a stun gun and possessing a taser.
A torch was seized in a search of the Mullingar man's home and subsequent analysis revealed the device was a restricted firearm.
The Director of Public Prosecutions is satisfied for the case to be tried at district court level, however the Judge asked the State to provide more clarity on the instructions before taking jurisdiction.
Mr Salko is yet to deliver a plea and is remanded on bail until a sitting of Mullingar District Court on the 24th of September.
