The County Cathaoirleach is voicing concerns over how windfarms are being managed.
The Chair of Offaly County Council fears money generated from wind farm projects could be hoarded by developers.
Planning applications have been lodged for a 7 turbine windfarm in Ballinla, and a similar 9 turbine project in Derrynadaragh in North Offaly.
Independent Councillor for Birr John Leahy is supporting fellow local rep Fianna Fail's Claire Murray Smale in opposing these projects.
He says the economic potential of these windfarms is being lost:
