New figures from the Central Statistics Office show all three counties saw a reduction in their bills in 2023.
Households in Laois and Westmeath paid an average of €944 last year, while those in Offaly paid slightly less, at €939.
People living in Kildare, Meath and Wicklow had the highest electricity bills in the country last year, while the lowest costs were in Donegal, Leitrim and Mayo.
The report also found hoseholds saw an increase of 28% in their gas bill, with a median annual cost of €1,249.
