Delegates will vote on proposed changes to the format at a Special Congress later this month.
Offaly boss Maughan says the current system is "not working" and that there's a strong support for change among players and managers.
Proposal A:
- Provincial Championships retained and restructured as four groups of eight.
- Two round robin groups in each province, with winners contesting the final.
- 16 teams (2nd + 3rd in each group will qualify for round one of All-Ireland series).
- 4th place teams go into Tailteann Cup.
- Three rounds of qualifiers + quarter-final, semi-final +final.
Proposal B:
- League based championship with each team playing seven games.
- Preliminary All-Ireland qualifers will be 2nd +3rd in division two vs winners of division three + four.
- Quarter-finals will then be top 4 from division one vs 5th in division one, division two winners and winners of above preliminaries.
- Teams that don't qualify for the All-Ireland Series from division three + four enter the Tailteann Cup.
- Provincial Championships retained but as preseason competitions.
