Cuan Mhuire addiction councillor Michael Guerin claims some people reporting to rehab services in their early 20's started use of the drug at just 14 years old.
It comes after a fatal arson attack in Offaly which Gardaí believe was carried out by drug gangs in Edenderry last Saturday.
The funeral of one of the victims, 4 year old Tadhg Farrell, takes place tomorrow at midday.
