Four groups covering education & research, employment generation, employment continuity and community assistance were established in September.
These groups were then reconfigured over two meetings in October and November to select a chairman of each body.
John Costello of the Midlands regional skills forum, training manager at LOETB Padraig Boland, Head of Enterprise at LEO Longford Michael Nevin and Chief Executive and Offaly Local Development Company Brendan O'Loughlin were chosen.
They are due to meet to discuss their progress on December 1st.
