Gardaí are struggling to prosecute people for the offence.
People are FaceTiming friends and watching sport while driving, but are not being prosecuted due to current traffic laws.
Assistant Garda Commissioner Paula Hilman says the current offence relating to mobile phones, is holding one while driving.
However there's no offence relating to 'distracted driving'.
Commissioner Hilman told a meeting with the Policing Authority in Drogheda yesterday it's something Gardaí have raised with officials.
But Transport Consultant, Conor Faughnan, says although it won't result in penalty points, watching videos while driving is against the law:
