Works to return the Lissywollen site in Athlone to its original state are being planned.
A Westmeath Councillor says the former Minister for integration has questions to answer over the State's failed bid to fast-track a 1,000 person accommodation centre in the county.
The government is now planning a programme of works to restore the Lissywollen site in Athlone to its original condition.
The development was successfully challenged in the High Court by Mr O'Rourke, along with fellow Athlone Councillors Paul Hogan, John Dolan, and Frankie Keena.
Councillor O’Rourke believes millions of euro of public money was wasted on legal battles, temporary tents, and other works on the site.
