It's expected to take three years to finish completely.
Upgrade works to the Athlone Water Treatment plant are starting next month.
Veolia Water Ireland is carrying out the project on behalf of Irish Water in two phases.
Phase one, which involves a 4 million euro investment, begins on Monday 8th February and is expected to be completed by the end of the year.
Phase two will follow next year, with completion expected in 2024.
Irish Water stated in late 2019 that significant upgrades were required at the Westmeath plant, with recurring supply issues to local homes and businesses.
