Festival Republic twice asked Laois officials on Saturday to move DJ Duke Dumont to the Main Stage.
Electric Picnic organisers knew about "significant overcrowding" at one of their stages for an act, and did not move them despite getting permission to do so, according to The Journal.
Festival Republic contacted the local authority in Laois twice on Saturday, to ask if they could move DJ Duke Dumont from the Electric Arena to the Main Stage.
It said its figures indicated he would be more popular than the Main Stage acts across the weekend, and that moving stages would mean a finish time of 2:30am.
The council granted the overrun on the basis of crowd safety, but the act was not moved despite another being cancelled on Friday due to overcrowding issues.
During Duke Dumont's performance, the offical app sent alerts to festival goers asking them to stay away from the Electric Arena.
Festival Republic says EP "operated in accordance with its approved Event Management Plan."
