Laois and Offaly have some of the lowest parking fine rates in the country.
An hour of free parking is responsible for the low number of fines handed out in Offaly.
That's according to the president of Tullamore Chamber of Commerce, Anthony Hanniffy, who believes their low ranking in the national table is a positive development for the town.
Laois was also one of the counties with the lowest enforcement rate of parking fines, while Westmeath handed out more than double the penalties of its midlands counterparts combined.
