Mullingar is among the most littered towns in Ireland.
The latest Irish Business Against Litter survey shows the Westmeath town has slipped from 11th to 33rd this year.
Seriously littered sites included Carey Bridge, College Street, the Recycle Centre at St. Brigid's Terrace and Ashe Road.
Athlone has also fallen down the rankings, from 2nd to 16th place.
While Tullamore and Portlaoise continue their good record. Both are within the top five cleanest towns.
IBAL spokesperson, Conor Horgan says Ballymun in Dublin is the worst litter blackspot, while Kilkenny sparkles as the cleanest city in Ireland:
