Junior Minister Peter Burke says it will be reviewed after three months.
Local authorities are to receive an extended commercial rates waiver to support businesses impacted by the pandemic.
The three-month waiver, which will cost €160 million, will target some of the worst affected industries - including hospitality, childcare, travel and entertainment.
