Fianna Fáil Councillor Claire Murray Smale is gathering people to form an opposition group to the project.
An Offaly Councillor is organising a campaign group to object a 7-turbine wind farm.
Fianna Fáil rep Claire Murray Smale believes the Midlands is 'oversaturated' with turbines.
In the coming weeks, planning will be submitted for the project, across the townlands of Ballyfore Big, Ballyleakin, Ballinla and into Leitrim.
It's being brought forward by Statkraft Ireland which revised its proposal following community engagement.
