A number of local residents voiced concerns over the project.
Permission for a new motorbike dirt track in Laois has been refused.
Plans were filed in September for the track and training facility at Brockley on the Vicarstown Road in Stradbally.
However, the project received seven objections from local residents.
Their concerns included noise and disturbance, the environmental impact of carbon monoxide fumes, and no indication having been given regarding operational hours, lighting and mound height.
