The operation was uncovered by a local authority inspector.
A puppy farm in Offaly has been shut down.
An inspection of the property in Geashill last Monday found 44 female dogs, nine males and six litters of puppies.
A further check by Offaly County Council three days later found the owner fell short of the legal requirements in six areas.
The closure notice from the local authority says the continued operation of the facility would pose a serious and immediate threat to animal welfare.
