His comments come after a sheep was killed by a dog in Laois.
It's the responsibility of dog owner's to keep their pets under control, particularly during lambing season, according to the Agriculture Minister.
A sheep was killed in a dog attack in Emo, Laois last week.
Agriculture Minister Charlie McConalogue says he and the Minister for Rural Development Heather Humphries are reviewing the legislation surrounding the issue.
