The local authority is looking at the County Development Plan for 2021 to 2027.
Independent councillor John Leahy says they're anxious to enhance rural areas, to prevent the need to commute or migrate to urban hubs.
The poor quality of Offaly's roads, difficulties in zoning land for specific purposes are among the items being discussed by councillors, before the plans go out for public consultation.
