Fianna Fail Councillor Alfie Devine is making the call as he believes fly tipping in Westmeath are at "epidemic proportions".
He also wants Bord Na Mona to secure laneways and entrances to their bogs after three lorry loads of rubbish were removed from a bog in Coole last weekend.
