It comes as Bord na Móna Recycling is sold to a private company.
'There are issues around value for money in this country'.
That's according to the Tánaiste and Minister for Defence Simon Harris following the sale of Bord na Móna Recycling to a private company in Kerry.
The Competition and Consumer Protection Commission is approving the sale.
Despite this, the watchdog says the household waste collection market is not delivering strong outcomes for consumers and feels structural changes are needed, including the appointment of a new regulator.
