Offaly narrowly missed out on promotion to the Leinster Championship on Saturday.
The Inter-county hurling format needs to be looked at again according to Offaly manager Johnny Kelly.
Kelly saw his side fall just short of the Joe McDonagh Cup in their defeat to Carlow in the final on Saturday.
His side will be in the competition with Laois and Westmeath next year, teams that have gone up to the Leinster Championship and back down in short order.
Before that, Offaly will face Tipperary in a preliminary All Ireland Quarter Final.
