One local councillor says part of the reason is hidden barriers to exiting the system.
11 families Westmeath remain in direct provision centres today despite receiving their right to remain in Ireland.
A further seven families have moved into local authority supported accommodation in 2020.
Green Party councillor Louise Heavin says more needs to be done to support them in locating alternative accommodation.
She's concerned about the many barriers to leaving the system, including the rural location of some facilities:
