The Construction Industry Federation is rejecting the government's claims capacity issues in the sector will undermine efforts to deliver the National Development Plan.
CIF's Western and Midlands Director Justin Molloy says the delivery of national infrastructure is being undermined by the planning system.
It comes as a report by the Department of Expenditure is warning that the numbers of those employed in the sector has fallen by 25% since the Celtic Tiger peak in 2007.
