Just 71 fines for dangerously overtaking cyclists have been issued since the introduction of the law.
Cyclists are taking to foothpaths, to avoid dangerous drivers.
That's according the owner of Tullamore Cycle Centre, Donagh McArdle, who says even though it's wrong, he can't blame them.
Just 71 fines for motorists dangerously overtaking cyclists or attempting to do so have been handed out over the past three years, since the law was introduced.
Mr. McArdle says the Irish attitude towards cyclists is far behind the rest of Europe:
