It says the program is another cost with little to no reward.
The Deposit Return Scheme is being described as yet another nail in the coffin for small Irish retailers.
Alex Cleland of Cleland's Supermarket in Abbeyleix, says the initiative being introduced next month is a "farce" and is poorly thought out.
The scheme will see 15 cent added to aluminium cans and plastic bottles, 25 cent for those over 500ml, with consumers able to return them via machines and get their money back.
Mr Cleland says local authorities should have installed the machines near bottle banks:
