Perpetrators of domestic violence are continuing to be side-lined and not being held accountable.

That's according to the CEO of Offaly Domestic Violence Support Service, Anne Clarke.

Her comments come in the wake of a report from the Irish Independent, which states plans for a domestic abuse register may be scrapped due to legal concerns.
