Tipperary Roads Policing Unit stopped the motorist after a ANPR notification made officers aware he had no insurance.
The driver also failed a roadside test, and was six times over the legal limit for alcohol.
Gardaí arrested him, and seized a knife he had been trying to conceal.
Officers say he's since been charged and is due to appear before the courts at a later date.
