The facility is planned for the Arden Lane in Tullamore in Offaly.
The HSE says it recognises the importance of engaging constructively with local stakeholders after a fresh appeal was lodged against the Midlands Hospice last week.
It comes after Tullamore business man John Condron registered an objection to plans to build the facility on the Arden Lane in Tullamore in Offaly.
Mr Condron insists he's in favour of the development and its intended location but is objecting to the lack of a boundary separation between his concrete works plant and the palliative care unit.
The Health service is acknowledging the objection and insisting it remains committed to delivering the project within the planning framework.
It says the hospice represents a critical investment in specialist palliative care for the region
The plans were previously opposed by Tullamore Pitch and Putt club trustee Tom Martin before being withdrawn.
