A number of hospitals across the country were examined.
The HSE is hiring doctors to work in the Midlands without ensuring they have no criminal records or speak English competently, according to the Irish Independent.
An internal audit of the health service focused on 20 doctors hired in the Dublin and Midlands health region, along with another 20 in the Dublin and North East region.
Those doctors worked at the Midlands Regional Hospitals in Portlaoise, Mullingar, and Tullamore as well as Drogheda, Navan, Cavan and the Rotunda.
In the Dublin and Midlands region, just 14 of the 20 doctors had been garda vetted, and just 15 of 20 had overseas police clearance.
While 13 of the 20 in that area provided the required evidence of competence in English.
