However most local authorities improved their environmental enforcement last year.
The EPA says Laois met its required standard in just 67% of National Enforcement Priorities, compared to 80% in Westmeath and 87% in Offaly.
Nationally, 83% met the standard for tackling issues including illegal dumping, water pollution and air quality.
EPA Enforcement manager Ray Cullinane says some local authorities such as Leitrim and Sligo County Councils need to do much better.
