A new Journal.ie investigation shows that they're the only local authority to apply for all landfill sites.
Laois County Council is the only local authority in Ireland to apply for an authorisation cert for historic landfills, with all of them awaiting approval from the EPA.
A new investigation from the Journal.ie shows that just 10% have been approved over a 15 year period.
The local authority in Westmeath only submitted 9%, with only Moate getting its cert in line with its high environmental risk rating.
Offaly did not file any despite sites in Clara, Clonbrone in Birr and Kilcormac classed as having a moderate risk of leaking toxic waste.
