The area affected is between housing estates in Portlaoise.
Laois County Council is pulling funds from other departments to clean a rat infested area.
Councillor Caroline Dwane Stanley says the alleyway between two housing estates in Portlaoise has become a dumping ground, overgrown and overrun with rodents.
The local authority has been given an estimated cost of €40,000 for the cleanup and further work will be required to close the gap between the two estates.
Enforcement efforts will be in place by the council's estate management team and environmental section team.
They'll be asking for evidence of how home owners are disposing rubbish.
