The health watchdog inspected the premises earlier this year.
A Laois International Protection Accommodation Service centre has been found to be not compliant in just one area out of 10 inspected.
HIQA paid a visit unannounced to the Hibernian Hotel in Laois in July.
While the centre was found to be managed appropriately and the rights of residents were well protected, enough privacy was not being provided.
Children were found to be sharing a bed with their parents in some cases and overall had limited space to play and develop.
The centre has completed risk assessments of the situation, and has also ordered equipment for the garden for children as well as other age appropriate toys.
The Hibernian Hotel was found to be substantially compliant in three areas, compliant in one and partially compliant in five.
