A Laois TD feels giving local authorities more power to manage local flood relief schemes would speed up the process.
Independent rep Brian Stanley is calling for clarification from OPW Minister Kevin 'Boxer' Moran on when funds will be provided for Portarlington and Mountmellick.
Costs for both schemes have risen with the Mountmellick project up from between €3m and €4m to potentially €17m.
Deputy Stanley is also critical of the lengthy process it takes for projects to be set up which can take from 12 to 16 years.
He feels the councils have the resources needed to speed things up:
