Justice Minister Charlie Flanagan is making the comments following new figures from the CSO.
There's been an increase of over 7 per cent in the number of sexual offences reported to gardai in the year up to September 2019.
A total of 3,332 incidents have been reported this year to date, according to the CSO, which is continuing an upward trend seen since Q1 2015.
Commenting on the figures, Minister for Justice Charlie Flanagan says it's incumbent on all of society to continue to examine behaviour and attitudes in relation to sexual crime.
There has also been an increase in the number of cases of fraud, kidnapping and drugs offences recorded by gardai.
The number of homicides and burglaries recorded decreased.
