Gardai stopped the motorist in Laois.
Midlands Gardai have seized a van which has not been taxed in 547 days.
Laois Roads Policing Unit were conducting a checkpoint on Friday evening when they stopped the driver.
The insurance displayed was from a different vehicle and driver had no insurance and was disqualified from driving.
They also failed the road side drug test for cocaine and cannabis.
The motorist is due to appear before the courts.
