Local authorities are being warned to be aware of litter when the new bottles and cans deposit scheme comes into place.
The new initiative will see people able to bring back used plastic bottles and aluminium cans in exchange for up to 23 cent.
However, other countries with a similar scheme such as the Netherlands, has seen homeless and down-on-their-luck people rooting through bins.
