Patient confidentiality had been compromised.
Two areas of non-compliance have been found at Mullingar Regional Hospital.
HIQA carried out inspections on the 6th and 7th of December, and has found the facility to be substantially compliant in three areas, and partially compliant in nine.
Inspectors from the Health Watchdog found patients' privacy, dignity and confidentiality were severely compromised in
the emergency department, especially for those accommodated on trolleys and chairs on the corridor.
The report also noted a number of patients were in the ED for longer than the national target, with four of those being there for more than 24 hours on the inspection days
Staff in the emergency department were described as 'lovely, kind and helpful,' but patients say they 'could listen more,' and they'd like to be 'kept updated on test results.'
This is in comparison to staff in in-patient clinical areas, where patients say 'you could not find better care.'
The report has found the hospital is not functioning as effectively as it should be, despite measures being put in place to improve the flow of patients.
It also notes a deficit in the facility's medical, nursing and midwifery staff, and suggests management progress with recruitment to fill the gaps.
