More than 64,000 learner drivers currently hold a third permit.
An Offaly driving instructor says that new Government regulations on learner drivers is simply 'kicking the can down the road."
It requires those who want to renew a third or a fourth permit to have taken a driving test within two years, and to completely restart learning how to drive after seven years.
However it will not take effect until November 2026, with new statistics from the Road Safety Authority showing over 64,000 learners are on their third permit, with 14 on their 30th renewal.
