It ranks only behind one area of Galway.
An Offaly town has the second highest driving test success rate in the country.
The current figure for 2021 in Birr is 70%, behind only Clifden, Co.Galway in the whole of Ireland according to the latest figures from the RSA.
Other areas with high pass rates are Killester in Dublin and Cavan town.
Three areas of the capital are also among the lowest for successful drivers, Churchtown, Mulhuddart and Raheny all have less than a 50% pass rate.
Round-abouts are often the nemises of learners hoping to pass their driving test.
That's according to Ray O'Connor from One Rock Solid Driving School in Portarlington who says novices get marked down because they can't judge them correctly.
He advises students to avoid towns like Portlaoise which has 56 round-abouts as compared to Birr which only has one.
